Results

  • The Board approved the Attendance Area Review Recommendation A3 addressing capacity issues at Prescott Learning Centre. 
    • The Spruce Grove communities of Tonewood, Fenwyck, and Easton be re-designated to the Brookwood School and Woodhaven Middle School attendance boundaries, effective the beginning of the 2023-2024 school year. Further, that any current, affected students who will be in Grades 7-9 at Prescott Learning Centre in the 2023- 2024 school year be permitted to remain at Prescott Learning Centre (legacy) until they complete Grade 9, and that their families are not assigned school-of-choice fees for those students who legacy and require transportation to Prescott Learning Centre.
  • The Board approved the Attendance Area Review Recommendation B addressing capacity issues at Copperhaven School. 
    • The Spruce Grove community of McLaughlin be re-designated to the Brookwood School and Woodhaven Middle School attendance boundaries, effective the beginning of the 2023-2024 school year. Further, that any current, affected students who will be in Grades 7-9 at Copperhaven School in 2023-2024 school year be permitted to remain at Copperhaven School (legacy) until they complete Grade 9, and that their families are not assigned school-of-choice fees for those students who legacy and require transportation to Copperhaven School.
  • The Board approved the Attendance Area Review Recommendation F addressing capacity issues at High Park School. 
    • The rural area north of Highway 16 currently designated to High Park School be re-designated to the Muir Lake School attendance boundary, effective the beginning of the 2023-2024 school year. Further, that any current, affected students who will be in Grades 7-9 at High Park School in the 2023-2024 school year be permitted to remain at High Park School (legacy) until they complete Grade 9, and that their families are not assigned school-of-choice fees for those students who legacy and require transportation to High Park School.
  • The Board approved the Attendance Area Review Recommendation A1 which will see Parkland Village School be expanded to a Kindergarten to Grade 5 school beginning in 2022-2023. 
  • The Board approved the Attendance Area Review Recommendation J which will maintain the high school French Immersion program at Spruce Grove Composite High School. 
  • The Board approved the Attendance Area Review Recommendation L, which will pre-designate new growth areas in Spruce Grove's Shiloh Area Structure Plan to Brookwood School and Woodhaven Middle School, beginning in the 2022-2023 school year. 
  • The Board approved the Attendance Area Review Recommendation M, which will re-designate the areas of Tussic, Country Plains Estates and other unnamed developments in the southeast of the Town of Stony Plain to Stony Plain Central School beginning in the 2022-2023 school year.
  • The Board approved the Attendance Area Review Recommendation, that Parkland Village School will become a Kindergarten to Grade 6 school beginning in the 2023-2024 school year.
  • The Board approved the Attendance Area Review recommendation that, beginning in the 2024-2025 school year, students in Grades 7-9 who reside in the Parkland Village School attendance area are redirected to attend Woodhaven Middle School rather than Prescott Learning Centre. Further, that any students who will be in Grades 7-9 at Prescott Learning Centre in the 2024-2025 school year and who reside in the Parkland Village School attendance area, be permitted to remain at Prescott Learning Centre (legacy) until they complete Grade 9, and that their families are not assigned school-of-choice fees for those students who legacy and require transportation to Prescott Learning Centre. 

Background

On January 12, 2021, the Board of Trustees directed administration to conduct an attendance area review of all schools in Parkland School Division (PSD) in order to facilitate long-term planning and the effective use of our school facilities. 

School Utilization

In order to ensure the effective and efficient use of its school facilities and to help with its long term planning it is important for the Board of Trustees to review attendance areas periodically. Currently, PSD’s schools have utilizations rates between 47% - 99%. Overall, PSD is at 78% utilization. In addition, the new school in Stony Plain and the modernization of Woodhaven school in Spruce Grove need to be considered in reviewing the attendance boundaries.

It is important that the attendance area review takes into consideration several factors including impact on students and families, facility utilization, transportation, resource stewardship and future growth.

Attendance Area Study

Administration engaged external consultants from Edmonton Public Schools, Infrastructure Planning to conduct the attendance review and to produce a report with recommendations. The report will be the first phase in the attendance review.

The second phase will consist of public engagement on the recommendations and the third phase will be a final decision by the Board and implementation. It is anticipated that implementation of any changes in attendance areas approved by the Board would take place September, 2023.

The report below outlines a number of recommendations to consider to optimize the efficient utilization of PSD facilities and student accommodation strategies that will meet the needs of PSD students for the next 10 years.
